In the later part of the 20th century, when Pennsylvanians went to revise their state constitution, they were digging through their old, historical records.
There they found that the Pennsylvania legislature had not yet gotten around to signing the formal papers to join the United States.
(Rather like the United States Senate not approving a treaty signed by the President.)
