Something to Think About

A "checklist" is not suppose to establish requirements.
 
It is only suppose to highlight selected existing requirements to be verified ...
which means the other requirements need not (and will not) be verified.

Therefore, those other requirements become softer requirements and somewhat optional (i.e., non-requirements.)

Thus, a checklist inherently establishes the "real" requirements.
